How Fair Market Rents work

40th percentile

HUD sets each FMR at the 40th percentile of gross rents (rent plus utilities) paid by recent movers for standard-quality units, using Census survey data updated for inflation.

Metro or ZIP

Each metro area or non-metro county has one FMR. HUD also publishes Small Area FMRs by ZIP code, required for vouchers in designated metros; other housing authorities can opt in.

Payment standards

Housing authorities set voucher payment standards between 90% and 110% of the FMR. Your local PHA has the final figure.
